If you're talking about the Genesis version, they did along with Sonic 3. If you're talking about the Master System/Game Gear version, they also did release a version for both systems, but like the SMS/GG version of Sonic 1, this version of S2 was completely different from it's original Genesis counterpart. Not to mention the SMS version was only released in Europe(where the MS was popular in, along with Brazil).

Is it the Game Gear or the Sega Nomad(a portable Genesis)?

I agree, though honestly, I kinda prefer the previous two more IMO. But N&B still looks like a pretty fun game though.

The previous two games were more action-adventure oriented than N&B. They were kinda like SM64, only more open-world. Yeah, judging by some gamplay vids I've seen of N&B, it looks pretty fun, too bad I'm not that much of an player for games of the racing genre, though I do acknowledge that it does have some classic action-adventuring, which I'm glad it has.

It's not surprising at the least. Over the years, there were two bills similar in quality to this one that the gov tried to pass, but were curbstomped by the Supreme Court. I see a similar fate happening to this one since this bill is basically similar to those two bills, just with slightly different wording and a different acronym.
